When I imaged my Time Zone disks, I just converted the .dsk images to .2mg via CiderPress, and then set the volume numbers correctly. (The TimeZone I have is from an old crack I did, without any added title screens or such; it was just to archive it.)

(It could be done perhaps by reading the volume number from the .2mg header and formatting the target disk before writing the sectors.) Then you could create correct physical disks.

Bag of Tricks has this feature for changing volume numbers (IIRC, been a while).

Out of curiosity, I did quick search on which disk images I ended up converting to .2mg in order to set the volnum so they could run in AppleWin. Here's what I came up with:
\Adventure\AMAZON_S3(vol3).2mg
\Adventure\BLACK_CAULDRON_S1(vol1).2mg
\Adventure\BLACK_CAULDRON_S2(vol2).2mg
\Adventure\BLACK_CAULDRON_S3(vol3).2mg
\Adventure\BLACK_CAULDRON_S4(vol4).2mg
\Adventure\BLACK_CAULDRON_S5(vol5).2mg
\Adventure\DARK_CRYSTAL_1B(vol3).2mg
\Adventure\DARK_CRYSTAL_2A(vol4).2mg
\Adventure\DARK_CRYSTAL_2B(vol5).2mg
\Adventure\INTRIGUE_S1(vol177).2mg
\Adventure\INTRIGUE_S2(vol178).2mg
\Adventure\KINGS_QUEST_II_1A(vol1).2mg
\Adventure\KINGS_QUEST_II_1B(vol2).2mg
\Adventure\KINGS_QUEST_II_2A(vol3).2mg
\Adventure\KINGS_QUEST_II_2B(vol4).2mg
\Adventure\KINGS_QUEST_II_3(vol5).2mg
\Adventure\TIME_ZONE_1A(vol2)_hr.2mg
\Adventure\TIME_ZONE_1B(vol3)_hr.2mg
\Adventure\TIME_ZONE_2A(vol4)_hr.2mg
\Adventure\TIME_ZONE_2B(vol5)_hr.2mg
\Adventure\TIME_ZONE_3A(vol6)_hr.2mg
\Adventure\TIME_ZONE_3B(vol7)_hr.2mg
\Adventure\TIME_ZONE_4A(vol8)_hr.2mg
\Adventure\TIME_ZONE_4B(vol9)_hr.2mg
\Adventure\TIME_ZONE_5A(vol10)_hr.2mg
\Adventure\TIME_ZONE_5B(vol11)_hr.2mg
\Adventure\TIME_ZONE_6A(vol12)_hr.2mg
\Adventure\TIME_ZONE_6B(vol13)_hr.2mg
\Educational\GALACTIC_PROSPECTOR(volA).2mg
\Educational\WHERE_WORLD_CARMEN_S2(EmulFix_vol130).2mg
\Graphics\PAPER_GRAPHICS(vol01).2mg
\Misc\LOVERS_OR_STRANGERS(vol01).2mg
\Productivity\HOMEWARD_V1.1(vol04).2mg
\Productivity\JANE_DEMO(vol01).2mg
\Productivity\JANE_GRAY_SYSTEMS(vol01).2mg
\Productivity\SENSIBLE_SPELLER_4.0C(vol01).2mg
\Productivity\SENSIBLE_SPELLER_4.0E(vol01)_hr.2mg
\Productivity\TIME_IS_MONEY(vol105)_hr.2mg
\TerminalModems\TELEPORTER(vol04_6502only).2mg
\Utility_Copiers\APPLE-AIDS_3.3(vol66).2mg
\Utility_Copiers\APTEST(vol01).2mg
So in order for any of these programs/images to work after being sent back to a real Apple, they'd need the volnums set accordingly. And this is just a sampling from the images I had overall; maybe there are more among the other online collections. Some could be overcome by modifying the code that uses a volume number of 1 (or otherwise only rely on a single volume number), which would leave mostly a few multi-sided adventure type games.
But maybe this provides some idea of the scope of the possible benefit (i.e. it's not huge).
