I ran some more tests. The card was unstable if the temperature somewhere on the cacheboard changed. I unsoldered the sram sockets and used a multimeter to identify any broken traces. There was one! i soldered a bridge - no more problems. The card runs fine at 14 mhz and nearly at 16. In the testing process i came to the conclusion, that in addition to the broken trace the TWGS didn't like Cypress or ISS Sram ICs. luckily i had some UMC branded ones left that worked (only 20ns though).
