It may be easiest to start with a Carte Blanche card, experiment with
programming the FPGA onboard there, then take what is learned there an
build a specific FPGA card to run the 650265816 instructions much
faster.

But it would be a labor of love, not necessarily any profit in it
unless you plan on making several hundred for sale.
Then you have to be successful in selling them, supporting them,
building a community, etc.
