Google wants to make sure that only the "owner" of the account gets access.
Google tries to figure out who is the owner, and who is not. They main way
that it's done is by examining the browser user-agent as well as the IP
numbers of everyone who accesses the account.

Since we all access this account from different browsers and IP addresses,
it really throws off Google's system.

Therefore, some people are getting the extra challenge because Google has
suspicion about them, but others aren't.
I got stalled trying one of my gmail accounts with a wifi tablet recently. It didn't happen with my primary gmail account right before, but then I tried a secondary one, and stalled, couldn't remember the answer.
I thought when registering, those questions and answers were a means to get the password if you forgot it, not an extra security step. So I've never paid much attention, and thus whatever answers I gave to the question don't mean a thing, so I won't remember them. And unlike the passwords, I haven't saved the answers to the questions.
