Google wants to make sure that only the "owner" of the account gets access.
Google tries to figure out who is the owner, and who is not. They main way
that it's done is by examining the browser user-agent as well as the IP
numbers of everyone who accesses the account.

Since we all access this account from different browsers and IP addresses,
it really throws off Google's system.

Therefore, some people are getting the extra challenge because Google has
suspicion about them, but others aren't.
