Whenever I get that, it means the CPU (accelerator) is not 'moving'.
Drop a normal CPU in the unit and see if it fires up. If it works with
the normal CPU, reinstall the accelerator and troubleshoot that. (look
for bad pins on the accelerator cable.)
A hardware guru at Kfest says it is frequently the CPU socket on the
main board that fails because the accelerator flattens the springs
inside the socket and they can no longer make adequate contact with the
pins inserted into the CPU socket. IOW, reseat the accelerator cable in
the CPU socket, clean the pins, etc...
