Is there any particular reason you have both slots set to AppleTalk?
I'm thinking that would cause some problems.  On a ROM 3 you set
either slot 1 or 2 (whichever slot you are plugging your AppleTalk
cable into) to AppleTalk and slot 7 to "Your Card" unless you are
using a poorly written program that expects AppleTalk to be in slot 7.
If you need your ROM 3 to be set up like a ROM 1 because of a poorly
written program, set slot 7 to AppleTalk and slot 1 or 2 (whichever
slot you are plugging the AppleTalk cable into) to "Your Card"
