Apple ][+ mobo problems

Hi, I have an extra ][plus motherboard that when powered up, just gives
scrambled text on the screen.  I have swapped out all of the chips with my
other ][plus (except 555's which are soldered on the board), and no change.
Any ideas?  I checked resistors and they are all good, and I don't see any
blown caps or bad solder joints.
