Apple IIgs motherboard problem

I have a IIgs Rom 01 motherboard that doesnt startup properly. 
When I turn it on, the screen comes up with a grey border, alternate
vertical columns of black and green/purple/white lo-res blocks and the
speaker clicks. Pressing Ctrl-OA[or CA]-Reset seems to be registered
but the cycle continues.

There is nothing plugged into the motherboard besides the monitor,
keyboard and power supply. I have checked that these three components
work fine with other motherboards.

Any ideas what the possible problem is how to fix it?
