Well, the VOC uses the same graphics chip as the IIgs so whenever it
is used it is producing the same video that the IIgs does, even if the
VOC is installed in a IIe.  Because of this, you should be able to
change the border colours, set the text screen background and
foreground colours and display SHR graphics even on a IIe.  If the
border happens to matches a colour that is set to be transparent then
it too will become transparent.
