Raw disk images are just the dump of the data on the disk usually, if
not always, in ProDOS block order.  So you could call them .PO files
instead if you'd prefer.  :)

You can use Nulib on the PC, and theorectically on the Mac too if
someone's ported it, to unpack an SDK file to a raw disk image.  As I
said above, a raw disk image is just a .PO disk image so you can just
rename it and use it like that if your emulator supports that format.
If your emulators doesn't support .PO files then you can use other
utilities to convert that raw/.PO image to some other image format
like 2IMG.  I've used a utility for Windows called Revival to do that
conversion.

So the process generally is to use your modern computer to download an
SDK file, unpack it with Nulib on your modern computer and then, if
necessary, convert that image into the required format again on your
modern computer.  No real Apple II is necessary to enjoy the .SDK
files that are available on the net.
