Not quite. According to the Sound Tool Set section of the Apple IIgs
Toolbox Reference Volume 2, two of the 32 oscillators are reserved for
system use and should not be used by applications. Therefore, we only
get 15 dual oscillator voices.
For even better quality sound, the MIDI Synth tool set pairs those
voices together so we only get 7 quad oscillator voices. That only
accounts for 28 of the oscillators but in this case 2 oscillators are
reserved for playing a sound sample using the Sound tool set while
MIDI Synth is playing, one oscillator is used for playing the
metronome and one is used for a timer for background updating.
