The Apple II uses a switching power supply with overload protection. The
clicking may be the overload cutting in and out. Someone suggested in an
earlier message that a good first step is to remove any cards plugged into
the slots and see if it comes on. Hard to confirm the problem is the power
supply without doing this first.

The filter capacitors do tend to dry out over time if not used and may
short out. If this is happening they will likely be hot and the power
supply could give off a bad smell after running for a while, it may even
smoke. THe problem with the Apple power supply is the overload protection
may mask all of these symptoms.
