So you are saying no disks boot properly, but a small number partially boot,
correct?
And this problem happens with both the external and internal floppy drives,
correct?
That suggests a system board problem. Just a guess, you may have a bad
electrolytic capacitor. They deteriorate with age and heat. Does it work any
differently when cold or hot?
Your best bet would be to get another IIc. They are cheap and fairly common
in the US, but I guess you are in Japan. You can get someone to ship you a
good IIc.
