You need to tell the calling modem to dial without checking dailtone. The
number it dials is irrelevant. As soon as the modem dials, you telling the
receiving modem to answer.  Use ATA to force the modem to pick up the line
and answer. There will be no ring. It will send the connection tones.  The
other modem will respond to those tones and create the connection.

You are just by passing the phone company.
