Joliet was introduced with Win 95 and this precedes 95 by quite a bit. But

Obviously the The Control panel is what works the magic. But only for DOS.
ProDOS is stand alone, as long as the translator is in the System folder
whether PC Exchange is enabled or not.

I think this is just a byproduct of what PC Exchange can do.
