Well I think it's missing an oscillator in that socket. Those aren't very hard to get. You should also have all the pins on the cable though, so you'll need to either fix the one you got by replacing the crimp on connector or get another cable. You could probably find someone here to make you a new cable for $20.

For the TWGS to run at 12MHz, it'd need a 48MHz oscillator

It should be noted that Reactive Micro is on hiatus until next year(you can find more on that on their main page) but it's a good place to get an idea what you might need.
