I agree, it looks like you need a new CPU cable and an oscillator. I
hav found it common that the oscillators falll out one messes with as
there is normally a zip tie around it. If someone was changing
oscillators they probably munges the canle taking it in and out. Both
issues are comman and should not be worysome.
The oscillator needs to be 4x the speed of the accelerator. I'd
recommend you get a few in the 24-40 range in case this card doesn't
tolerate much above the stock acceleration.
I probably still have a cable left, I'd need to dig as my collection
was scattered across many areas a few years back. And I may even have
an oscillator or two I could send your way if I find a cable. I swear
by my cables, others have raised concerns regarding reliability at
longer lengths I have made to allow it to be used in more slots. YMMV
