There is a Cdev named MultiLaunch GS that I've
located that works in such a fashion.  It's a freeware
made by Alan Bird and can be downloaded from:

http://www.apple2.net/gswv/A2.LOST.N.FOUND.CLASSICS/MULTILAUNCH.GS.SHK

MultiLaunch is a system extension for System 6 that allows you to run more than
one GS program at a time and switch instantly between them.
