If you download to an hfs partition and transfer to an hfs diskette,
doesn't that avoid forking? With the HFS FST installed, a IIgs running Sys601
(or, supposedly Sys504) can read files from HFS diskettes.
Maybe, though, it would be better to stick with ProDOS and use UnforkIt to
fix the file. (UnforkIt is in the GS WorldView archive Utilities folder: Go to
http://www.apple2.org.za/gswv/a2zine/ and click on "Utilities".)
Possibly better (especially for .shk files bigger than 800k) is to set up
a NULL modem connection with a PC and do serial transfers of files.

A Diskcopy 4.2 image of the System 5.0.4 diskette has been put together
and uploaded to the GSWV archive System folder. It includes UnforkIt. The file
is named "GS_Sys504img.bin" to help avoid corruption during downloading. There
is more information in GS_Sys504info.txt located in the same folder.
The Diskcopy version is experimental-- I do not have any good way to test
using it on a Mac to create a bootable IIgs diskette.
Anyway, if necessary, you could download the Sys504 disk from the GSWV
System folder as an .sdk whole-disk ShrinkIt file in zipped or non-zipped form.
(See the same info file mentioned above.) The .sdk file could be placed on
diskette and, then, on the IIgs, unforked and unshrinked to another diskette to
have a bootable System 5.0.4.
The archive also includes a ready to boot small-installation System 6.0.1
on a single diskette. On the archive page, click "Getting GS System 6.0.1" for
info and download links. (No Diskcopy version is currently available from
GSWV.)
