IIc yes, but this isn't generally true of the IIgs. All IIgs models
sold in New Zealand generate NTSC output (but have a 220V power supply).
According to David Wilson, some IIgs machines sold in Australia were
modified to produce PAL output, but I haven't heard of any in Europe.
Considering that the platinum model of the international IIe also
generated NTSC output, it looks like Apple stopped making PAL versions
of the Apple II some time around 1986 or 1987. They never shipped the
IIc+ outside North America, so it wasn't an issue in that case.
