Should I assume that it's just a faulty controller? If so, should I

This happens when no bootable floppy is in the drive. The drive can also
be broken/dirty, etc.

As I said, it boots up but then hangs, and hangs, and
hangs at the "Apple ][" startup, and never gives me a cursor, --with
or
without a disk drive attached--. If the problem was with the drive
itself, shouldn't the machine boot and bring me to a cursor after
seeing there was no drive to boot from, or was the older //e designed
to hang forever when it saw a disk controller card with no drive
attached to it?
The drive is clean, and I have several bootable floppies. I'm pretty
sure It's not the drive.
