A bad law supported by powerful people but despised and disobeyed by
the majority of those affected, who make up a large percentage of the
population, takes 20 years to change -- that's the National Maximum
Speed Limit I refer to.  How long will it take to change a bad law
supported by powerful people but not despised by the majority of the
people affected, who make up only a small percentage of the population?
