The short answer is, without a Macintosh, chances are that you can not use
that file on your Intel PC. There are two reasons: chances are your
Intel PC can not extract SEA files (self extracting archives), since this
is an executable file intended for use on Macintosh computers. (It should
be possible to separate the Macintosh binary from the compressed data, but
the question is: is there enough demand for such software for somebody to
publish it.) I think that Sheppy planned (or already has) made this file
available in alternative formats on <http://www.a2central.com>, which
should resolve that problem.
The second reason is the file is an 800kB floppy image, and most PC floppy
drives can not handle this format (you need specialized hardware). But
there are other ways to transfer this data to your Apple II. Just let us
know whether you have a serial card, and the model of Apple II and we can
help you get on your way.

The software package said '$*&#@$% 95 or better', so I installed NetBSD ...
