Wow, I have this exact need and set-up myself.  However, I also have a
borrowed LANceGS card at my disposal.  I recommend you get a LANceGS
card at your earliest convenience.

Since you want to do this without ethernet on the IIgs, a null modem
solution is your best option because the Windows software does not host
a PPP type connection, it only supports the client end.  However, you
could always install Linux or such to ethernet the web and provide a
host serial connection for the IIgs.

Assuming you agree to the null modem connection, the best comm prog for
your Windows 95 computer will be Hyperterm, as it is already probably
loaded and it supports the file transfer protocols you'll need.  Now
find an Apple II comm program that also has the file transfer protocol
you'd prefer to use.  (I recommend you find one that supports Zmodem. 
Someone else here could probably recommend one that's free.)  If you do
not have a comm program on the Apple, then use ADT to transfer one. 
(Read the ADT docs on how to get it to your IIgs if you don't have it
already.)  Granted this is a several step process to get the set-up you
want, but worth jumping through a hoop or two.

OK, if you had a LANceGS card, it would be fairly strait forward to FTP
from the web on a IIgs, however I think a better solution may be to
stage files on your Windows computer.  (I'll try this when I get a
chance as I already have this setup on my desk in front of me.)

On the Windows computer:
Install and run Personal Web server, free from Microsoft.  Turn on the
FTP server option.  Download from the web any files you'd like using an
FTP/Browser prog of your choosing and save them in the FTP folder
designated by your personal web server software.

On the IIgs:
Get a LANceGS ethernet card.  Install the TCPIP stack Marinetti and the
ethernet card driver.  Install GWFTP program.  Start copying from the
web or your Windows FTP server.
