Might want to wait about 10 to 20 seconds after powering off before powering
back on.  I have the same problem with my old //e with ROMBoot card installed. 
If you are still having problems after the wait, you might want to reseat all
the cards in the machine (while powered *OFF*).  Make sure you take all
possible anti-static precautions cause I hear that cmos stuff is really static
sensitive.
