PCMacLan is an Appletalk stack for Windows (95, 98, ME, possibly NT)
that does have a server client. Used a IIGS to access over localtalk
through a Fastpath router (the winpc was on ethernet.)
Of course, it is commercial software and it is expensive and I don't
know if it support the localtalk card.
