No. The GEOS "interrupt card" has one function: it provides a vertical
blanking interrupt, which will be at 50 or 60 Hz according to the type
of motherboard (NTSC or PAL).
The 9-pin game port on the IIe and IIgs does not have the input signals
required to support a mouse. It only supports a joystick (or paddles,
or equivalent analog devices).
The IIe mouse card has its own microprocessor which polls the mouse.
The card also provides firmware for the Apple II to use the mouse, along
with interrupts for mouse movement, button presses and vertical
blanking.
