There are references to:

"The Digital Theft Deterrence and Copyright Damages Improvement Act of 1999, Pub. 
L. No. 106-160, 113 Stat 1774, (amending chapter 5 of the United States Code to 
increase statutory damages for copyright infringement), enacted December 9, 
1999."

Now why they would call copyright infringement "theft" in the title of the act 
will be left as an exercise to the student.  ;)
