You can also try creating a disk image with disk utility the size of
the cd-rom and then format it to HFS.  OSX 10.3 can create HFS
standard format, Not sure with OSX 10.4.  Copy all files to the image
you need, then use "burn image" in Toast to  burn the image to a cd
