The only times I've seen a IIgs pause when powered on is with a
RamFAST card installed (it can scan the SCSI bus for up to 45 seconds
before starting to boot) and when there has been a RAM disk set up
(although I've never seen it take a minute).
Apparently, if you have an Apple SCSI card, if you set the card's ID
to 2, it will pause the system for a while upon power up to let any
drives connected to it to spin up to speed before trying to boot.
I've never tried this myself.
Another possibility might be related to how you have your disk drives
set up and how the Slots control panel setting for boot slot is set.
The scanning of floppy drives might cause the delay you are
experiencing.
That's all I can think of right now.
