Very kinda sorta maybe. Functionally it can do almost everything that
two Super Serial Cards would be capable of (the only notable omission is
the number of flow control signals available), has many features that
are much better than the 6551 chip on the Super Serial Card (e.g. higher
baud rates are supported) plus has the rather major feature of
supporting bit-synchronous SDLC/HDLC, which is used for LocalTalk
(AppleTalk).

Pretty much. I got the impression that it was intended to be the basis
of a more advanced serial driver family (similar to the SCSI drivers
used with Apple SCSI card), but in its existing form its only purpose is
to identify which port is being used for AppleTalk.
