You should be able to turn a PC mouse into an Apple mouse by ripping some of
the components out! The pre-ADB Apple mice are "dumb", the only things in
them are a set of optical encoders and a single switch. All the calculating
is done inside the computer. PC mice have the same components, but they also
have a microcontroller to convert the output into something that can be sent
via a serial port. It's a bit like turning a "smart" UniDisk 3.5 drive into
a "dumb" Apple 3.5 by bypassing the internal CPU board.

That said, I've never had any reason to do it myself. Also, each model of
mouse would need a different conversion.
