The IIgs has built-in support for Dvorak and several international
keyboard layouts (and corresponding character sets for display).  Go to
the "Options" page of the Control Panel.

In the case of the IIe, it would be necessary to burn a replacement
keyboard encoding PROM.  In the US versions of the IIe, you would have
to disable the QWERTY layout in the process.

With an international IIe, there is a switch under the front right
corner of the machine which selects between two character sets in the
video and keyboard ROMs (local and US English), so you could burn a new
PROM with the international half set to Dvorak layout (you'd probably
also want to duplicate the US character set into both halves of the
video ROM).
