In one of two ways:
 
1. Switch to a 13-sector boot ROM on your disk controller card.
 
2. Run BOOT13 from DOS 3.3, which basically runs code equivalent
to the 13-sector boot ROM but from RAM instead.

NO!  MUFFIN won't boot 13-sector disks, it will merely allow you
to transfer files from/to 13-sector Apple DOS disks.
