Yes.  (There are a small number of old IIe programs that don't work, but
these are mostly ones that won't work on a IIc or enhanced IIe either,
such as the original version of Apple II Logo.)

Not without special hardware - you need something like a BlueDisk
controller.  You would also need an external drive enclosure with its
own power supply.

If you do use a PC-compatible 3.5" drive, it won't be able to access the
standard Apple II 3.5" disk format (800K on a double density disk).  You
need one of Apple's 3.5" drives for that (the Apple 3.5 Drive, UniDisk
3.5 or Superdrive).

(I haven't looked at the machine specs for the one you've bought, so I'm
assuming a bare IIgs.)

Definitely an accelerator, decent SCSI card and at least 4 MB memory
expansion card.  Probably a stereo card.  Beyond that, it would depend
what you wanted to use it for.
