Certainly.  My DiskMaker program can do it.  It's available for download at
http://www.sheppyware.net/products/a2/diskmaker and is only $5 shareware.

DiskMaker can make disks from DiskCopy 4.2, DiskCopy 6, Universal Disk
Image, and raw disk image files.
