It's difficult to see how its anything other than what it says it is,
since it looks like a slightly more integrated Disk ][ controller with
a processor and buffer RAM.
I suspect this is an "Apple III product differentiation" attempt,
allowing a Unidisk or DuoDisk drive to be attached and run faster than
it would on an Apple II. I also suspect a straight through DB-25 cable
is all that's needed to attach it to a DuoDisk unit.
As others have said, without the driver it's going to be something of
an ordeal to make it do something useful.
