It is. You could try using Stuffit to extract the .sea archive. You should
end up with disk images, use DiskCopy (free download from Apple) to transfer
the images to ProDos formatted 800K floppies.

You could also try just copying the files to PC floppies and reading them on
your Mac, rather than using the Mac software on your PC. System 7.5 and up
can read PC disks automatically, System 7.X needs the translation software
(name is escaping me...).
