I assume that you transferred the HQX files to the Mac, then used StuffIt
Expander or a similar program to remove the Binhex (HQX) wrapper, right?  If
so, I don't know why you're having this problem.  .SEA files are Mac
applications.

If you removed the Binhex wrapper on the PC, that would explain the problem;
.sea files, being Mac applications, have a resource fork that must be
present to run the program -- and unwrapping the HQX on the PC would destroy
the resource fork.

Make sure you copy the original HQX files to the Mac first, then drop them
on StuffIt Expander.
