Why does my CMS SCSI card only let me do 2 32MB partitions?

I'm using the CMS SCSI card (I also have an Apple High Speed SCSI card
sitting in the box).
When I partitioned my drive (a 270MB Sqyuest cart, actually)
using Copy //+ 9.2, it only let me set up two partitions:
Slot 7,1: 32 MB
Slot 7,2: 32 MB
That's it.
Any idea how to crank more out of it?
If you tell me to use the Apple SCSI card, that's fine. :-)
Also -- is there any way to get the 2nd partition to be
DOS 3.3 and not Prodos?
Also -- which card is better for speed? Apple or CMS?
