Well, as I see it, every spam you receive (e-mail or news) entitles you to
call their number once. Nothing abusive about that, after all.
Act really interested for a while. If they're selling something, haggle.
Ask vague, rambling questions that go on for about five minutes. Ask if
you can borrow their lawnmower if you buy their product.
Essentially, see how much you can yank their chains before they hang up on
you. It might be a good idea to hide your phone number before calling them
(dial 141 before the number, IIRC). Calling from a payphone would be even
better, but sadly the payphones round here block toll-free numbers in the
US :-(
If there is just a recorded message on the other end, leave the phone off
the hook. Leave recorded messages about Why Spam Is Bad.
This sport is similar to telemarketer-baiting, except for an even worthier
cause [1].

"Hello?"
"Hello Sir, I'm conducting a survey and..."
"Oh, you're from the Ordnance Survey! Well, my grid reference is 840185.
I've built a shed that I don't think you know about yet, it's in the
corner of my garden and it's three metres by four metres"
"No, no, Sir, this is a marketing survey"
"Oh, you're in marketing! I do beg your pardon. In that case, I'd like to
order the Landranger maps for the Shetland Islands"
