AFAIK there is no such format.
 
If you want to, you could create such a format, of course!  And add
support for it in the most popular Apple II emulators.... :-)   One
possible way would be to use the regular .nib file format but with
four times as many tracks, to enable emulation of 1/4 track jumps.
