The best hires graphics program for 8-bit Apple II's is certainly the
8-bit part of the 816 Paint package running under ProDOS. As a 1987 program, it
offers resizable selection box (with flips) for Cut and Paste along with
selectable fonts and other expected tools. And, it works with a mouse, graphics
pad, or joystick. The catch is that it needs to run on 128k machines.
For 64k Apple II's your choice is the Koala Micro Illustrator or Blazing
Paddles. Before these, painter utilities were very limited in what they could
do and not especially user-friendly.
Blazing Paddles gives you a capability for lettering using different fonts
(which seem to be shape table based). It also offers collections of shape
table pic and symbol shapes (cars, animals, musical symbols, ...) which you can
paste on as well as rotate and flip. Koala lacks these features.
Koala offers an easier to get to palette of tools, colors, and patterns.
It is easier to use for 'pure painting'.
Both Koala and Blazing Paddles are good hires painters intended for use
with the Koala Pad or a joystick. Both run under DOS 3.3.
