The Plus takes its video information from the main RAM, like the Apple
II series. This is your refresh signal. If the video area is big enough
to cover the required number of address lines, 3chip SIMMs will work.

The same applies to the Apple ][plus. The four rows of 4116 chips can be
replaced by a single row of 4164 (this is done in the IIe), because the
video timing generator provides the required refresh cycles.
