Actually, any mac with a SuperDrive *can* make a bootable ProDOS disk, it's
just that the MacOS doesn't write the requisite boot blocks to the disk when
it's formatted. I solved this problem when making system disks for my IIgs by
downloading Bernie ][ The Rescue and copying the disk images onto real disks
using Archiver in GS/OS 6.0.1.
