Yes, but both the server and the client need to support this feature
if it is to work at all.

Personally, I have never resumed an FTP transfer and have no idea if I
even have a client that supports this.  Mind you, I've never had an
FTP transfer fail that I can recall and I now have a cable modem so
the point is kind of moot.  :-)
