   Back in the OLD days when I worked on the //c shen it was new, any non-Apple
monitor that was set too close to the top of the //c tended to interfere with
the disk drive reading.  Move the monitor away from the //c and see what
happens. Apparently most monitors produce some strong EMI from the bottom side,
and it goofs up the floppy drive to a point that it has trouble booting.
