Don't expect to sell a significant number of such web browsers.
After all the major web browsers are available for free, and people
know that.
 
Regarding graphical browsers for the IIgs: you could always try to
port Mosaic to the IIgs.  If you settle for a text mode browser, you
could try to port Lynx (which supports frames while Mosaic doesn't
support frames).
