Apple IIe P.A.L. unit what is it?

I see this unit that says Apple IIe P.A.L. on the motherboard in the back where
it usually says REV A or REV B.
It is made in Ireland, the keyboard is different with extra characters and the
mother board is laid out differently.
Does anyone know what it is? Any help appreciated.
